NCTS Phase 6 brings combined transit and safety filing to participating routes

The European Commission reports that NCTS Phase 6 is in use across 41 participating countries, including all 27 EU member states. For businesses arranging road and rail transit, an important feature is the ability to combine transit declarations with complete Entry Summary Declaration data where the national system supports that option.

The availability of combined filing depends on the customs administration involved. In an opt-in country, NCTS connects to ICS2 and can carry the complete ENS dataset alongside the transit declaration. In an opt-out country, the ENS must be lodged separately in ICS2. See the Commission explanation of NCTS Phase 6.

Confirm the filing arrangement for each movement

The Commission also confirms that temporary derogations linked to the NCTS Phase 6 rollout ended on 1 June 2026. For movements subject to the EU ENS requirement, the safety and security filing must be made through the applicable channel. Read the ICS2 update.

Before booking a transit movement, ask the declarant whether the ENS will be included in a combined submission or arranged separately. Record who is responsible for each part and how confirmation will be shared with the transport planner.

Check the data as well as the reference

Our recommendation is to work from one agreed set of shipment details. Differences between the invoice, packing list and transport information should be resolved before filing, particularly if several businesses are supplying information for the same movement.

Build a final paperwork check into the dispatch process. Confirm the route, identify any outstanding action and make sure the driver has the references and instructions needed for that journey.
